Police detain man who caused injury to Frenchwoman

Battambang Provincial Police say they have detained a tuktuk driver who injured a young Frenchwoman – a case in which outgoing Prime Minister Hun Sen made a personal intervention

iMajor General Sat Kimsan, Commissioner of Battambang Provincial Police said that the man was detained after a two-day search operation

Police have named the suspect as Tep Phaly, a tricycle rider, lives in Kamakor village, Svay Por commune, Battambang city.

Prime Minister Hun Sen intervened yesterday when of a young French woman who sustained injuries when escaping from the man’s tuktuk on Saturday

The French national has been named as 21-year-old Helene Dietschy, a French medical student.

She came to Cambodia for two months and worked as an intern at Calmette Hospital.

According to the victim’s complaint, on August 4, 2023, at 20:30, she traveled to Battambang through a passenger company and arrived in Battambang at 3:15 a.m., August 5, 2023.

The victim said that when she got out of the car, she was walking from the parking lot to the booked guesthouse by looking at a map.

After a while, when she reached an unkown place where many dogs barked and bit her, which frightened her, but she continued to follow the same map.

Walking to a point where there are three intersections, she lost her way because it was too dark and felt scared.

Then a white tuktuk with no door and no decoration, driven by a thin man, about 30 years old, wearing a T-shirt and helmet, riding along and picked her up

The victim said that when she got on the tuktuk, she talked to the owner of the tricycle, showing him the picture of the guesthouse she wanted to go to.

After talking to each other, she got on the tricycle, but when riding with him, she looked at the map and saw that he rode away from the destination.

The victim stated that when she reached the road to turn, she told him to turn, but the owner of the three-wheeler accelerated and refused to turn, and when asked to stop, he refused to stop.

Finally, after a lengthy ordeal, she managed to jump from the moving vehicle

When she jumped, she broke her middle finger and suffered abrasions on the chest and face on both sides, right below the knees and hips on both sides.

The victim then walked to a building where there was security who helped wash the wounds

She rested there for about an hour and a half before going to the hospital for treatment.

After hearing of the situation, Prime Minister Hun Sen, sent an assistant, Mr. Keo Phong, to help her

The PM also provided some funds to the French woman for the treatment of her injuries.

The French woman thanked Samdech Techo and also praised Samdech Techo for taking care of her problems.
